TestDisk is a powerful free data recovery program! It was primarily designed to help recover lost partitions and/or make non-booting disks bootable again when these symptoms are caused by faulty software, certain types of viruses or human error (such as accidentally deleting your Partition Table).
PhotoRec is file data recovery software designed to recover lost files including video, documents and archives from Hard Disks and CDRom and lost pictures (thus, its 'Photo Recovery' name) from digital camera memory. PhotoRec ignores the filesystem and goes after the underlying data, so it will still work even if your media's filesystem has been severely damaged or re-formatted.

General Improvements
Both utilities are faster than previous versions: a better disk caching is used in PhotoRec, a better way to handle the sector to scan is used in TestDisk. Windows version of TestDisk and PhotoRec doesn't use pread()/pwrite() cygwin implementation (A bug seems present).
TestDisk
TestDisk 6.7 handles partition created under Microsoft Vista. Traditionally partitions were created on cylinder boundaries. Under Vista, they are now independent of the disk geometry: partitions are aligned to 1 MB boundary, TestDisk now handles that. It also fixes how the advanced menu works.
PhotoRec
PhotoRec 6.7 uses less CPU. It also adds support for
